IMHO Yes, the button should be moved back to where it was. A new user that goes to Mixx may believe that there is no downvote option and figure that the site is lopsided when the only choice when encountering a submission is an upvote. Give the new Mixxer an opportunity to make those selections without having to figure out that “Oh yeah, you have to go elsewhere to downvote”.
